The whole part about being dysfunctional was that they did not do what they were supposed to. They screwed the pooch and Brown was blamed. He said it right, FEMA is not law enforcement, does not evacuate and does not set up communications. The guys gave him a working over but I think he held his own like when he asked if they wanted him to fly in and rescue the people himself. Now the irony is that William Jefferson, democrat Louisiana, had anything to say. People were dying while he was illegally using the military to take him home. He probably needed to get his corruption evidence out of the house beofre the feds got there. I will be happy one day when you can actually look at this and lay blame at the bottom where it belongs and relaize that mistakes were made at the top but that all the items they are being blamed for they are not responsible for. It was a big mess from the beginning, but you can't blame just Louisiana for the screw up and it would be lovely if you would realize that.
